Senate Bill 190

On Thursday, July 6, 2023, Missouri Governor Mike Parson signed Senate Bill 190 into law. Under the new law, property tax rates could be frozen for Social Security, retirement-eligible Missourians. It is up to each individual county government to opt into participating in this tax relief for eligible citizens.

Discussions regarding the potential implementation of Senate Bill 190 in Clay County continue with the Clay County Commission and the Commissioner Lead Committee. The Clay County Commission was presented with a proposed ordinance on November 16, 2023, and commissioners will vote on this ordinance at the November 30th Business Session. This ordinance is amended from previous versions and may contain different elements. As new developments occur, this page will continue to be updated with the latest information. The North Kansas City Senior Tax Exchange Program (STEP) is an opportunity for seniors to provide services to North Kansas City Schools and receive credit toward payment of Clay County real estate taxes. Any senior who is 62 years of age or older, receives social security, and owns taxable real estate property within the district is eligible to apply. Funding for STEP is provided through North Kansas City Schools and a grant from Clay County Senior Services.
